Have to put up some supports for HVAC and access on 28 foot free span trusses with a 2×4 bottom cord. The hvac guy wants at least a full sheet of ply and of course the truss guy isn’t accessible. Can I nail off to the web(2x) and cripple in on the cord. Any help will be appreciated.

At 10 pound per square foot of bottom cord load you could load 32 sq. ft. to 360 lbs, without any truss modification. (4x8sheet of plywood)
Your truss supplier should have furnished you with a spec. sheet showing the design loads for the trusses. I used the 10 psf figure, because that is what I specify for trusses when ordering them. That is also for 2 ft. o.c. spacing.
Anything above the spec. loading, should be re engineered by the truss mfg. Take your time and do it right, there will be a lot of finger pointing if it fails.
