I have inclosed a screened in porch. Now I want to add a finish floor can I use rigid foam board (2″) then install laminated flooring over this. The slab is about 6″ below the floor in the adjoining room. The slab is also above the basement garage, so heated underside.

For whatever reasons you want to do this, you should consider a few things. You would be left with a 3 1/2" step between the two which can be dangerous. I don't understand why you need the styrofoam if the underside is heated. Even high density styrofoam will not protect the seams of your flooring if heavy objects are placed on them.
