installing molding to concrete block

I’ve recently been asked to install chair rail, paneling and base molding with quarter round in several offices for a local business. My concern is that the job calls for fastening all of this to concrete block. I have some NP-10 adhesive that I use for some joints in crown molding but I don’t like the idea of using it for this entire project. I know I’ll be running into areas where the walls etc are bowed and irregular in which case I’ll need to use some type of fastener. Any ideas? The molding is going to be stained so covering up with putty or wax isn’t real attractive and pin or brad nailers obviously won’t work. Is this a job for the old hammer drill and finish nails with putty or is there a better way?

Have a couple of ways if you were going to paint - staining trim eliminates them.

Never underestimate the value of a sharp pencil or good light.
Is there any way you have enough spatial depth to use some strapping / furring directly to the block with glue, shims and fasteners, then face it with an MDO plywood, then do your finish over that? The ply provides a strong, smooth paintable, nailable backing.
I see some of your material is stain grace, so maybe this method would need to be modified to use a finish plylike Baltic Birch or any other veneer ply matching the species of thje trim wood if the whole thing will be stain grade.
