Search "crawlspace" and you'll find several articles on the subject matter. The short version is they advocate bringing the crawlspace into the building envelope and sealing the floor of the crawlspace. If you like it vented, I think that you want no vapor barrier and sufficient permeability to allow the building to dry to the inside. If you include a vapor barrier, you are providing a condensing surface that will increase the crawlspace moisture content. The degree to which this is a problem depends upon your climate
