So , here’s my situation. I wnat to add insulation to the attic above the bedrooms of my old 1 1/2 story house. the roof is made of 2x4s so there’s hardly room for ventilation + insulation so right now the slope has batts of r 13 fiber glass would I get bettter r value by pulling that out and dense packing with cellulose? or should it be open for ventilation or do I leave as is and just add insulation above the ceiling area (which also is only r13)? I’ve been told by different people to do each of these ! I do have gable vents on each end + ridge vents the roof in ? is about 30×30 with the flat part of the cieling 8ft wide.

To keep the ventalation AND add more insulation in that narrow space, you need to go with foam.
Since this is a relatively small area, here is what I suggest:
Either:
Remove the ceiling drywall on the slope and either:
Attach baffles for ventalation and spray with foam
Or:
Cut 2" thick foam board to fit between the rafters
Then:
add a 2" layer of foam board under your rafters, then cover that foam with drywall again.
4" total of foam gives you R26. Adding another 2" gets you up to R39, but you should add nailers as that's alot of foam to try to fasten drywall through.
