I am presently roughing in a washroom under a concrete floor and would like to install styrafoam insulation under the new floor, is this possible would the cross section be compacted stone, insulation,plastic, steel mesh ,concrete?

yes... you have the basic description

Insulation, then Plastic (Vabor Barrier) or Vise Versa...

from the bottom up it's :
compacted suitable material
insulation (usually 2" ) with a good compressive strength like 2LB/ cf EPS or Foamul-R, or Dow Stro SM
poly ( helps to protect the foam )
concrete
some masons don't like pouring on poly so to palcate them i might broadcast an inch of sand on top of the poly... but if they are any good they'll usea very stiff mix and not have a lot of bleed water anyways
