I just removed the ceiling from my kitchen and revealed the insulation inside the walls. It looks rather old. It has the consistence of cotton almost but looks a bit like shredded news paper. It looks defiantly to have been blown in. See attached image.
In any event, I’d like to replace it in the bays at least (don’t want to replace it in the walls as we are not taking down the wall board and I don’t want the expense and hassle of vacuuming out all of the existing insulation and blowing new in). I was just planning on cutting some rigid foam board to size and placing that in and foaming around the seal. Does that sound about right?

It is shredded newspaper. Blown-in cellulose is good insulation. Your plan for foaming in the open parts is good. Try not to disturb too much of the cellulose. Gently push it up and down in the wall bays just enough to make room for your foam.
