I’m hoping to put my HVAC supply vents up high on interior walls. The air handler is going to be in the crawl space, and that means I will have wall stacks going up between the studs in the walls.
Does anybody know if the 2003 International Energy Conservation Code requires that these wall stacks be insulated?
If so, does anybody have some idea how that might be accomplished?

The IECC doesn't get that specific.
Wallstacks in exterior, single walls should be 10, 12, or 14x2-1/4", not the 3-1/3" version, so that you can put 1" of insulation to the exterior side of the duct. This type of installation should be avoided and is not recommended byt he way. IF you have a thicker exterior wall, 2x6, 2x8 or (2) 2x4's you can use deeper ducts and still get some insulation behind them. Rigid foam, (EPS) i.e. the pink stuff available ot every home store, is a good insulation for this type of installation.
In interior walls, there is no insulation need or requirement.
