Fiberglass batts should work OK I would think ... properly installed. Then install a 'pan' of e.g. plywood (or more durable finish) underneath secured by say stainless fasteners to enable easy access for maintenance and repairs ... making special provisions for 'special' areas (e.g. around kitchen or bath plumbing).
I don't have much experience w/ the harsh sea side environment ... maybe someone else can chime in w/ some additional thoughts.
The "best" way would probably be foam since it's more resistant to the spray/high humidity in a shore environment.
