I have some wall cavities that are only about 4.5″ deep. Would you use R19 and then just drywall over or would you fir out about 3/4″ or so and drywall?

Prescriptive codes don't address the connection at less common angles, so base the connection off more typical ones using bolts, structural screws, blocking, and steel tension ties.

If it is available in your area, I would use damp spray cellose to fill the 4 1/2" cavity.
Next choice would be to drywall, then blow in cellose.
Last choice would be fiberglass insulation.
