Saw this house in La Crescent on my recent bike trip. Before the trees grew up so much you would have had a good view of the Mississippi from the top.

Looks like something a retired river boat pilot would build--he had his wheelhouse on top.
Several of those widow walks in my area on the bluffs over looking the Mississippi. Most were built by riverboat pilots and the widows walk was actually used by the wives and families so that they could see their loved one coming when he would blow his horn.
