What are the best tools and techniques for the following paint prepping tasks:
1. Removing old drips
2. Removing visible sheet rock joints and wall irregularities
3. Sanding spackle repairs (i.e. blocks vs. sheets vs. ROS, etc.)
4. Removing irregularities (drips, spackle repair, etc.) from intricate trim
Also, I did a really bad job caulking some spots. Is there a way to fix it up (it doesn’t seem to sand, could I spackle it for example)? If not, what is the best way to remove painting caulk?

Gotta get these (shave hooks); keep 'em sharp on a belt sander. THE best thing for any kind of paint prep. Most things pained won't sand worrth a darn, so tool them with these first. Sanding, I like the black foam blocks of various grits.
Bad joints , you're going to have to rough up the paint with a coarse block and skim coat with a wide (hopefully concave 8-12" knife.
Pull out the bad caulk with the triangular blade.
