Warning! Be cautious when taking any framing advice from me. There are some in here who think I'm a hackmeister...they might be right! Of course, they might be wrong too!
I have looked at many of those construction recruiting sites. Ever since I registered at one of them, my email has been plagued with drug sellers and I now have a annoying pop-up trying to get me to have strippers on my desktop. grrr!
As employer, I think you have to pay the headhunters, but you probably knew that.

any trade schools local to you?
the one I went to years ago held open houses for any contractor that was interrested. Pick the teachers brains .. see which kids actually came to school on time and wanted to learn. Not gonna get a lead carp .. but you should be able to find at least one hard working helper that wants to keep learning.
