I’m thinking of using one, inverted underwater, for a fountain base, but a #3 is about 1/2″ too small on the bottom diameter. Googled, but can’t find any #4 washtub info.

The most common way to make your own parging mix is to use either Type S mortar for block or Type N for brick and add a concrete bonding additive.
