   If not, it should be.

   50 or 60 foot Genie boom lift would have worked from the street, and rented for no (or not much) more than the scissor lift.

   Saw something similar in a fork lift training class last year.

   That one had a fork lift on a flat bed truck, lifting another fork lift. Both mast fully extented and a guy on a pallet at the top trying to set a piece osf steel. Couple guys on the ground holding ropes tied to the upper lift to keep it balanced.

   I don't think they have enough ropes tied to the scissors lift.....it could be a violation.

   Having been on the top of a fully extended forklift stretching to do something I shouldn't have been, I think they're a damn good thing to stay off of.

   Especially if you never met the driver before.
