I pulled some nasty pieces of wood out in my crawlspace. They’re wet and gross. Is this mold or some kind of tar that never cured?

It looks like an asphalt product to me.
Wet wood is a favorite mold food. Look at the outside of the wood for spotty patches. If it's soaked wood and that's mold it would likely also be on the sides and top of the wood.
Looks like creosote to me.. a common treatment for railroad ties etc. It definitely does not look like mold to me.
I think it is not :)
