I am building a wall at a 90 degree angle to another wall that I just painted with latex paint. Do I have to sand the paint in the corner before applying the joint compound or will it stick to the paint OK?

if the paint is flat the compound should be fine.
If its a gloss than sand it with a 220 grit paper

Shouldn't be a problem, assuming flat paint. Though you said it was "just" painted, I would clean it with TSP if there is any doubt of how clean it is.

If the paint is real fresh, joint compound may lift the paint.
