Maybe you could adapt a 'Library' ladder.
Premade, and they can be beautifully constructed.
I have seen the alternating treads ships ladders before, with a single foot tread at each step instead of a full tread, but I could not find a manufacturer for you. But I would worry if the building inspector did not know of a regular ships ladder consisted of. If I come across the alt. tread ladder I will let you know.
