We (that is the volunteers and I) are planning to install laminate flooring over existing and new floor in the chancel area of the church. I’m wondering what sort of prep is recommended for variations in level of sub floor; i.e. 1/16″ +- , gaps. One associate says belt sand the high spots, another says feather out ridges with drywall compound. The flooring sits on a foam underlay and I wonder how much level variation can be eaten up by the foam. Thanks to all.

The manufacturer should provide you with some sort of tolerance for out of level conditions. Usually it's about 1/8th" over 8'.
If just needing a shave here and there, it's better, thought not neccessarily easier, to remove the high than to fill the low. 36 or 40 grit on a belt sander will do nicely.
I agree with Mongo that shaving the high is preferred. But if you have to fill a dip or two, use a cement-based floor leveler instead of drywall mud. It is designed to withstand the abuse of foot traffic.
