Yes, as long as you clean and scuff the old laminate.
It's better to remove the old, but you can get good results if you prepare the surface well.

If you are trying to apply the laminate directly to the old, I know of no better adhesive.
When I did this task, I always glued the laminate to 1/4" plywood, and routed a 1/4"X1/4" groove in the back of the top, 1/4" from the back edge. I beveled the back edge of the full splash the a block plane so it fit snugly in the groove. I built-up the end of the splash with a piece of 1/4" basswood, so the splash appears to be 1/2" thick. When the top moves, the splash moves with it, and the joint is forever pristine.

Are you using the basswood to cover the raw end of the 1/4" panel with the laminate clued to it. The top goes up to the bottom of the cabinets.

The basswood strip simply fills the space behind the plywood. The end of the splash is capped with laminate, and the top of the splash is usually hidden by the wall cabinets. Any wood will do ... basswood is stable and has a smooth surface.
