Impossible to say without knowing exactly what he's doing and what the laws are in your jurisdiction.
Ownership matters next to nothing in code enforcement, and it certainly doesn't exempt you. If the code enforcement agency requires inspections on some aspect of buildings, it doesn't matter who is doing the work (except in narrowing the set of people that can do the work, such as only licensed gas fitters can install gas pipe. I can't do the work, as a homeowner, even if I did everything perfectly).
This really depends on what state you live in. There could be 50 different answers.
