I know that in my state (Illinois) for a contractor to remove and dispose of asbestos containing materials, he/she must be licensed by the state to do so and follow certain procedures. Can a homeowner remove asbestos on his own and do all the same procedures apply? I know this probably varies by state, but I would like to find out what some different states require regarding DIY asbestos removal and disposal.

In Minnesota it's legal for a homeowner to remove his own asbestos. As far as I know the only regulations involved are in the disposal, it needs to be put in double trash bags and delivered to the proper landfill, and what the homeowner does to protect himself is pretty much up to him.
