Thanks Rez. Problem is solved. Nephew fixed it, shut boiler during fix. Kind of a naive question anyway.

It's generally wise to shut down a water heater or boiler when the water is cut off on the incoming side of it. Expansion of water in the heater can create pressure and at least be an irritation while working on the pipes. If the heater ends up getting drained (perhaps not intentionally) as a result of the work, it can be damaged.
If the cutoff is on the output side it's not as necessary to shut off the heat, but not unwise.

This was our case, so we were cautious and shut the boiler down during the fix. Thanks for info. Job
Yeah, in some situations the pipes can simply be too confusing to tell for sure. In other cases there may be a backflow valve or pressure regulator such on the inlet, and an expansion tank on the far side of the outlet cutoff valve, so that shutting off the valve would leave no place for expansion.Most situations aren't that complicated, but it's hard to come up with a simple set of rules besides "play it safe".
