Short answer, yes. Whether it can be as hard as concrete is questionable, usually a self leveling gypcrete is used with flooring installed on top.

I have never done this, but I think you might want to scarify the existing concrete prior to the new.
I would ask these guys what they're planning, they seem to be in the same boat.

How much do you need to add? How much height increase can you stand? Don't forget stairs or can you easily restructure them?
For what purpose? Do you really need to level them or can you get by with making them flat?
