I need to get more clearance when my front door opens. Since I had the hall floor tiled the door won’t clear the small rug inside the door. I know someone makes door hinges that ramp a door up when opened. Does anyone know any specific manufacturers or where they might be available?

They are called rising butt and I have never seen them in the USA. What size do you need and how many? I do have some in the bits box.
Before you go and order any hinges make darn sure they match the exact same butt mortises for the existing door and frame. You can change the existing mortises but it takes a lot of time and right type bondo and paint or stain to do so.
Some times it is easier to work the bottom of the door. Some times you can just re-cut the bottom of the door, seal it, and then remount the floor sweep. Other times you can just change out the type of floor sweep that is mounted to the bottom of the door. Most are permanently mounted and set in place. There is another type that is self deploying. When the door opens the floor sweep raises up off of the floor and gives you clearance to swing free of rugs.
As a man who has done thousands of doors I promise that working the hinges should be the last thing you do.
Check the floor sweep. Take it off and see if the door clears the rug. If yes then go to any decent hardware store and get self deploying floor sweep. If you need to, cut the bottom of the door, remember to scribe the top side of the door before you cut it so you get a nice clean splinter free cut. Also remember almost all door failures occur because people don't seal the bottom of the door after cutting it.
