I’m planning to attach a board (2X6Xsomethingoranother) and I will use minimally two concrete bolt things that jam into the concrete ans bolt onto the wood. Is it a major help to use liquid nails, or does it not matter to have it? BTW a 28′ ladder will be hanging from it.

The liquid nails will do fine, we do this all the time when nailing floors on radiant heated slabs. Tack it down with a few carefully placed steel cut nails or tapcons and then caulk the PT bottom plate to the slab after you are happy with the placement and have cut out the door bottoms. No problemmo, have at it...

If the fastener is loaded in shear the liquid nail will not do much good. It might prevent vibrations taking the ladder on and off the hanger from shaking the bolt around but even that's a little marginal. This sounds like a good place for some Tapcons or Redheads. Save the glue for a paying job.------------------

If I am getting this right all you are doing is hanging a cleat on the wall to store a ladder on.
If that is correct don't waste money or time on the glue.
Use good anchors to fasten the cleat to the wall.

Me, I'd use 1/4" Tapcons. If the block is going to be permanent, then the LN is a good idea. If this wall is a show surface and the block is gonna come off someday, then skip the glue. The glue will greatly improve the strength of the connection, particularly to shock loads. Tapcons alone, into good concrete, will do just fine to hold a ladder for storage, however.

Glue and concrete anchors would be overkill. Why use a 2x6? a wedge anchor (redhead) with a long protruding bolt would keep the ladder closer to the wall.

for this application, as I understand it, the wedge bolts are all you need and the LN would be a waste of time
