I have tape coming loose at junction of wall to ceiling. Only the ceiling part is loose. Should i try to respackle, or pull it all off and re-apply?

with calvin, need to know why the tape is coming loose.
but if the tape has detached from the ceiling mudding over it will not solve the issue, youll need to pull it off, at least the parts that are loose.
