If I take and put a 3/4″ “Y” from the main and have the pipes for the first and second floor run seperately with their own shutoffs I should be eliminating any problems with water pressure losing on the 2nd floor when the 1st is active? Correct?
I think the main line pressure that supplies both floors now can be broken up and with shutoffs have seperate systems so I dont lose any pressure on the 2nd floor at any time.

Any time water is used in one flat it will always reduce the pressure in the other. The question is how much. Splitting the pipe as close to the entrance point as possible will reduce this pressure drop, but not eliminate it 100%.
But having separate shutoffs for each flat is wise, and may even be a code requirement.
