I have a 50s brick house. The windows have metal frames, possibly steel? They were rusty when I bought the house and I sanded all the rust off, used a latex primer and painted them. Now about 4 years later the windows on the north side are all rusted again. There is quite a bit of condensation.
I looked into replacing the windows but because the metal frames are set into the brick work, this was going to be very expensive. Does anyone have a solution?

Use a paint that's designed for steel in a damp environment?
Paint the ones on the north side every year?
Paint them with rust color latex?
Ignore it until they rust enough to easily pull out of the brick?
In this application, latex primer is definately the wrong choice.
There are a few choices, depending on the extent of the rust and how long you want the job to last.
I would sand the frames and grind the rust until it was completely gone. Depending on the amount of rust I would then use a converter like Corroseal or SW's. It needs to go on fast.
Then I would prime with a Red Oxide primer or SW's Kem Kromik and finish with 2 coats acrylic DTM topcoat. (Direct to Metal)
Keep an eye on them and add a topcoat when neccessary
OR
Keep slapping more paint on every year
OR
Bite the bullet and have replacement windows installed.
