Mortar over siloxane sealed concrete, will it stick?
Hi. I need to seal a back door set of steps (everything treads, risers and landing, it’s only 3 steps high to the back door) and am planning to use siloxane sealer. Underneath the cinder block constructed steps is a small room that housed the old well which has since been sealed shut long ago. We have city water and sewer. This little room is used for storage. The steps need to be sealed because water soaks through the steps and landing from aboveĀ causing mold and some leakage. The below grade exterior portion of the steps was sealed with a bitumen type coating about 7 years ago.
So now we want to top the steps and landing with flagstone.
If I seal the landing and steps with siloxane will the mortar stick to that surface which would now have the sealer on it?

use a waterproof membrane made for tile.
Thanks. Do they make them for exterior application of tile? HOw does the membrane get adhered to the existing surface? Don't want the new flagstone and mortar to slide or move or get water under that membrane for that matter. Where can I find the details on how to not let water get under the membrane? And details on where the membrane goes over step edges, landing edges etc.
