I am currently rebuilding a porch on my own home and I find that this project is far outside my area of expertise (finish carpentry), so I have a question….I dug holes for new footers / piers and now it is raining. What do I do about the mud that will be at the bottom of the hole? I compacted the bottom with a flat spud bar but I suspect that the water will loosen things up. Do I have to wait for the hole to be dry to pour my footers? Or can the conrete go on top of the mud? Thanks for any advice.

The concrete can go on top of damp soil. If you can see water in the hole, water until it drains or evaporates or gets pumped out.

If the soil was undisturbed, all you have now is muddy water floating atop undisturbed soil. Flowing the crete in with displace the muddy water and you will have good footings.
but
if the soil had been disturbrbed for a few inches and just tamped flat witha shovel. you would have haad trouble anyway because that is not compacted enough. Two choiices - dig the mud out without disturbing deeper, by slicing with the shovel parrallell to the ground or get a load of stone to compact into it. If you can trench a drain, that would be good.
