I know my house has several issues that need addressing, but I need at least advice on what should be done and in what order.

Some, not all, of the issues – not in any particular order. Some have damage issues; thought the first two are top priority
1. Attic ventilation
2. Crawlspace insulation / repair issues ( moisture damage).
3. Wood Balcony/Decking
4. Siding work ( 10″ Shiplap boards )
