Need advise : Fastening sleeper 2x into 60 yr old concrete

I am putting down sleeper 2×4 on 60 yr old concrete.  My hammer drill isn’t getn r dun.  The project is sleepers then subfloor and hardwood on top.

would anyone have faith in just gluing the sleepers if I can’t get into the concrete.  I’ve tried ramsets without success too.

    You will need a serious hammer drill. Something that delivers heavier blows with less rpm. A good sized Bosch or Hilti. Visit your local tool rental shop. This will probably cost you less than $50 per day and should include the bit.

    No to Hammer Drill, Yes to Rotary Hammer.

    There's a big difference.

    Try both and see what you think..............well, try the rotary hammer as you've already vetoed the hammer drill.

    And for driving, impact driver and use the hex head instead of the phillips tapcons.

    Clean the holes out real good and drill deeper than the fastener will go.  If it bottoms out because of the crap you didn't get out of the hole, you'll be back where you started and hating every minute of it.

    Now, what's the problem with the Powder Actuated Device you've been using.  I've got a 35 y.o. Hilti that still blasts nails into any vintage concrete.  When it starts to fracture the area around it, I'll go to tapcons, or if you feel you need the extra bite to hold it forever.......stick with the tapcons.

    If it doesn't drive them in enough, you need to increase the rating of the load.  The Hilti I have will fasten to steel as well..................using the proper load.

      I've easily drilled dozens of holes in my 52yo concrete with my Bosch Bulldog
