It looks like a post base or bracket made to fit around an existing bolt.

the bracket is also angled ..so don't think it's for a post?
OKay, didn't see the angle before. In that case I'd say it's a retrofit bracket possibly to carry a double rafter.
it's 2 3/4 wide and each side is 3 inches long
I originally purchased these at an auction about 18 years ago along with a whole bunch of TECO hardware ..but it doesn't show up in any of the TECO literature..
Not surprising that it isn't in their catalog as steel connectors have changed a lot in the last few years. Also, TECO is a UK brand so the size may be metric since we don't have any lumber that is 2 3/4" or any combination that equals 2 3/4".
GP has I-beam joists with 2-7/16" flanges, and I wouldn't be surprised if other suppliers have something closer to 2-3/4". I am vaguely recalling that the bracket is to somehow be used with I-beam joists, possibly when used as rafters.
Miss measure
stupid me ..I measured the width at the farthest end ...it flares a little ..it is actually 2.5 inches ..
You could run down to Home Depot and check.
Nah, Home Depot never has the same stock twice.
