I am looking for an electrician to put in a new panel for me in Dennis. Interested in someone who moonlights who would like a side job for a few evenings or weekend day to do the job. Have most parts purchsed already and need the expertise. Small Cape house, not many breakers involved. Thanks.

Not quite sure what you're trying to accomplish.
If a license is required, and the guy working lacks one, the "good" news is you can stiff him; no court will order you to pay. The "bad" news is that, should an accident occur, you're on the hook for everything. Medical bills, unemployment payments, OSHA fines, etc.
Likewise, if a permit is required, you are not allowed to hire someone to do the work, unless you are a licensed contractor. City Hall frowns upon fraudulently obtained permits, and work done without a permit tends to complicate property sales.
Finally... you hire a professional in large part for his judgement. Would you trust the judgement of someone who puts his regular job at risk for your one-time 'side job.'
What I'm really trying to accomplish in this new panel is to hire a licensed professional who perhap work for a bigger outfit and would like a job on a weekend or evenings for some extra cash. I certainly would get a permit if he wanted one pulled. I have no problem with that. My brother is a G.C. that is too far away to know people in my area but he and others suggested to wait and hire an electrician on his schedule for this 'side job'. It's not a rush job and I am a new homeowner and we are just getting by financially so that we can't just call up any electrician and pay top dollar for this job. I recognize the skill and training involved and all those folks deserve their pay but I just don't have a lot of dough myself.
