This new toilet doesn’t sit flush on the floor, the only thing I did was take the old toilet out paint the concrete floor and put a new wax ring on. Can someone please help me find a solution

looks like the ring is too high. You will need to find a different toilet or try to cut off the ring and lower it. Probably easiest to call a plumber.
Thanks Mike , the wife has her heart set on this toilet, so i was thinking to cut the flange out chisel the floor and try to set a new one flush and see how that works. If not then she foots the bill for a plumber. I’m just a painter that likes to try my hand at other projects.
Make sure parts of the old seal are not interfering. some come with a cone to help direct flow.
One other option to consider (which I did in a condo I used to have with a crooked floor) is to cut a spacer from cement board to elevate the toilet. You can caulk the edge at the base of the toilet. In your case, it would be a good idea to discuss this option with your wife and see how picky she is about the details. This would, of course, elevate the seat by the thickness of the spacer.
