what's a rusty roger?
It's a piece of steel that has a hole in one end and at the other end is a spike which is 90 degrees to the body. I thought everyone knew that;)

was thinking something like a log dog too, but the blade seems a bit thick for anything really hard. Maybe for ice?
It is a log something, it was in the outbuilding here at my old log house. One of the few tools I found, when we gutted and cleaned up the place.

I wonder if it's part of an old hay hook thingy. Like one of the frames that lifted hay up into the loft.
It was stuck in a slot in the wood. It slipped out of the way as the hay was forced in, and held it until it was lifted up in the loft. (Kinda like a ratchet)
Kind of a long shot, and maybe not a very good explanation. But it's all I could come up with under pressure....

then you hook a comealong to the holey part and pull it back where it supodabe...
