I have been a long time eavesdropper but never posted.
I am writing because I just returned from our small town Town Hall which is nearing completion of an addition/renovation and what I saw was disturbing.
Examples of inferior workmanship were everywhere such as:
-baseboard radiation being fed by pipes running from a drop ceiling and boxed in with 1×4 pre primed
-Junction boxes buried above gridwork for drop ceiling ready to be buried
-gaps in ceiling insulation where new building meets old (WOW what a wind tunnel)
The list goes on and on but it is late and noone here has the time.
My main reason for writing is this. There are nests of Romex everywhere. Aside from the previosly mentioned junction boxes, there is Romex resting unsecured on the drop ceiling gridwork, Romex being hung by EMT clips not staples, etc. Is romex even allowed in a public building like this? I know it wouldn’t fly in a commercial building.
Before this nightmare project comes to an end I would at least like to make sure there there are no life safety issues.

Is it a environmental air plenum ceiling? If so wire methods must be in accordance with NEC 2005 300.22 (B) ). Plenums for environmental air can have Type MI, Type MC, flexible metal conduit, or pipe.
Grid ceiling cannot support wiring or equipment unless tested as part of manufacturers fire rating (NEC 2005 300.11).
Where is the building inspector?
probably has an office in the building...the local towns I've worked in don't inspect their own buildings.!

how do you "bury" something in a drop ceiling?
that's what they're there for ...
and would you feel better if the 1x was primed on site?
