No electrical inspection, yet home has certificate of occupancy?
I am renting a home. I had to wait until the county did the CO. I was there as they walked through, checked every outlet. We moved in. For the past few months I have tried desperately to get the electric in my name to pay the bill. They keep saying it was never inspected AND the builder took the electric meter from the pole and stuck it on the house. Its not the right meter. So I call the owner, I call the builder, I call electric company… everyone is blaming everyone else and nothing is getting done. All electric is on, working fine, no one is getting a bill. I get a form letter in mail to “Current homeowner” – to put account in my name or they will shut it off. I call and tell them I have been trying to tdo that. So they finally put it in my name, charge $250 deposit, then never bill me again. its been 2 months. Still says $0 when I check the bill online.
Last night, lightning hits the house. Half the house is dead. Blew every cable box, blew two TV’s….. I call electric company (which has not been sold to another company). and they say “sorry, it was never inspected”. whose responsibility is this, the builder? the owner?

The owner, and then it's his battle with the builder and the electric company
does the online account show usage ? maybe the utility is using your $250 deposit to offset usage(?)
if you can find him/her, reach out to the electrician who did the job - electrician should have been the one to move/install the meter
you could also contact the local housing assistance group about what tenant rights you have in this situation - maybe put your rent in an escrow account until the situation is resolved, just be sure you pay the rent, not paying will cause you other problems.
while it's not the best answer, if the owner is not working to get this situation resolved, you may want to move
