Considering a deck off the second level and would like to have it dry underneath over the main patio deck. Southeast Idaho area. Weather is occasional rain showers and winter snow with intermittent melting. My concern is how to get some type of drainage or if it needed, and how to seal it up. I would like to do under the deck with nice tongue and groove wood for the ceiling of the patio. Deck size is 20×25. Thanks

A T&G cieling means that you have to have a true roof and then deck floating over that. No water can get to the T&G.
The way I do this is to sheath with ply or advanteck, then roof with EPDM, then sleepers to float a deck. Use the search feature here to see numberous discussioins on the details of how, with photos

A long name like Ethlyne propyl diene monimer.If you look at and handle the material it is like the innertube for a tire. Best thing going for flat roofs IMO. Nicknamed rubber roof

You could then consider a beaded soffit in vinyl. I did my front porch ceiling with it and I think it looks awesome. Colors are a bit limited. I used Certainteed triple 2" smmoth beaded panel.

I would consider using T&G flooring for the deck floor as well. It will create a watertight surface for you.
It is common here in the Cleveland, Ohio area to see porch floors of T&G acting as the weatherproof covering over a portion of a home's basement where the basement extends into the area beneath the porch assembly.
