Hi, I’ve got a fun question, I do not have any mudsills, but I also have 2×8 joists that need some sister joists added. I’m in SE Wisconsin and it is a block foundation.
I’m planning on cutting an angle on one side to get it above the steel center support, and cutting a corner off at an angle along the long side to allow me to rotate it into place. Then I’ll glue and nail it to the joist.
Question: do I need to put something under the sister joist to prevent contact with the block wall when it is in place?

Technically any wood in contact with concrete/mortar should be isolated from touching. Use a strip of aluminum flashing or some ice and water shield even tar paper would work.
In reality if it's a dry area and there is no evidence of rot on any of your exisiting lumber you should be fine.
Thank you SDS! Great input. I'm curious (and cheap, but always think about over engineering), can I use duct foil tape? Risk is tearing it, but a double layer should be pretty strong enough and I'm not planning on forcing anything.
As I write this, I'm thinking that any surface bumps are likely to pierce the tape anyway where the flashing should hold up a bit more. I would not consider foil tape if there was any sign of moisture.
