Does anyone know if there is a common nuber that I can use to cut hip rafters that sit on a 22 1/2 degree angle? just as 45 degree hips are cut on 17 instead of 12.

Must be a regular octagon.
12 ÷ cos 22.5° = 12.98871 ... generally rounded off to 13.
For a really irregular roof, with unequal pitches meeting at any corner angle:
