I just found out that they have yet to paint it!
So. After nine years of exposed primer, will I have to do something to it before I give it an honest paint job?

Trade you advice. I don't consider primer to be a long-lasting surface, certainly not nine years. At the least, it needs to be thoroughly cleaned, and this could well remove most of it. Any painting expert will tell you that surface prep is 80% of a successful paint job. I'd re-prime after cleaning.
Your turn -- I'm preparing to paint my bathroom's plaster ceiling. I can't/won't remove all of the existing paint, but I've sanded high, rough spots, and I will prime it with Zinsser Bullseye 1-2-3. Now, there are lots of low areas -- gouges, cracks, spalls, etc. from earlier owners' poor work. In a bathroom environment, would you consider the primer I named to be an adequate coating beneath the Sheetrock Easy Sand 90 I'll be using to spot fill the bad areas? Though I won't be skimming the whole ceiling, some areas may be a square foot or two.

Pertaining to your plaster problem.
I wouldn't put the sealer beneath the EasySand. The Zinsser is really a shellac. I would apply the Zinsser over the outside of the EasySand.
If you are relying on the fact that some people think that Zinsser, or Binz for that matter, are a type of bonder you need to rethink. These products are known as bond-breakers. The EasySand will come off in no time.
I use shellac all the time to seal my models before creating molds over them with horse-hide glue. Plaster just wont stick to it. Trust me on this.....
If you are needing a way to ensure that the EasySand will adhere you need to apply a coat of PVA (Concrete Adhesive) first. Notice that I said adhesive and not admixture.
EasySand does have a bit of PVA in the mix, they call it Vinly Alcohol Polymer, but it is the same thing.

Zinsser Bullseye 1-2-3 isn't shellac, though BIN is. In any case, I think I'll opt for your PVA advice, as I don't want to do this over -- ever. Is Euco-Weld considered a PVA as you're describing?

Euco-Weld is what I use. It is also the cheapest in these parts.
There is also ThoroBond, Plaster-Weld and a slew of others. If you would like a long list of names and web addresses for this stuff let me know.
Sorry about mis-identifying the Zinsser. I was referring to the Zinsser shellac (blonde).

One painter manufactorer(Insulux) says that primers oxidize in a matter of days, and never paint over 2 day old primer. I think that is a bit short. After 9 years I would sand, reprime and at least one top coat. good luck
