On average, what height are 9′ ceilings inside a home?
OK – this might sound like I’m purposely being obtuse but I was playing with some home construction software and in the house where you specify 9′ ceilings on the interior due the the construction material, they are 8.5′ of useable space. Is this what 9′ ceilings are typically on the interior? I checked my apartment which claims to be 9′ ceilings and they too are 8.5′ on the inside. So is this what most people with 9′ ceilings have?
I should be clear my question is if I hold a tape measure up inside of a finished house (all ceiling and lighting put in and floors are completed with 9′ ceilings requested without any more elaboration with the builder. On average with those specs will the tape measure reach from the floor before touching the ceiling.

I would expect the 109 1/8" in the rough as in your pic.
There could be some small variations. In the case of 8' framing, I've seen precuts in both 92 5/8" and 93"

Rough? That is before all finish including drywall. Just the framing materials.
If you ask a builder for 9’ and he doesn’t provide something pretty close to 9’ finished (drywall and moderate finished floor) then you are stuck and he screwed up.

The measurement I mentioned would be from the subfloor to the bottom of the ceiling joists. It wouldn't include underlayment, flooring or drywall and so on.
Between finished surfaces, I'd expect see something within 1/2" + - of 9'.
