Do I have to run a seperate circuit for the fan over the range? Or can I just come of one of the 20 amp light circuits in the kitchen.

IMHO coming off of the lighting circuit should be fine. I don't know of any rules, NEC or regional, that require a stove exhaust fan be run off of any particular circuit. Be sure to turn off the breaker and double check to make sure it really is off.
If you are talking new construction, I'd put the vent hood on a different circuit (not the kitchen countertop plug circuits, though). When the hood is switched on, the motor will cause a little blink in the lights if they're on the same circuit. It just depends on how picky you are (or how picky the cook is).
This assumes that the hood has a small motor, and the circuit you're adding it to is not heavily loaded.

Most hood fans are fractional horsepower, on the order of 1/6th to 1/10th Hp . No real need or code requirement to separate it.
