One-story w/ basement insulation
I have a one story older home with uninsulated basement walls. I am looking to keep the main living area more comfortable/energy efficient. Presently, the main floor (basement ceiling) is insulated at failing R-19, with 2×8 floor joists.
Would it be worth it to replace the insulation with 1 layer R-15 Kraft faced (facing up, obviously, towards heated area) plus one layer R-15 unfaced to get an R-30 in a 2×8 joist depth?
Or, should I concentrate more on the attic? (Or both?)

I would always do the attic 1st, then, ideally, and depending on the basement, I wouldn't do the basement ceiling, I'd insulate the walls. Are they concrete or stone? Does water leak into the basement? With insulated walls your basement would stay at a relatively warm state, and if your heating system is down there that excess heat would rise to the 1st floor, rather than being blocked by the ceiling insulation.
I would start with the rim joist, sealing and insulating will do a lot.
