My sister has built a 28×40 garage and would like to add a 2nd floor. Approx what size of beam(s) would be required to span the 28 ‘ so conventional lumber could be used to run the 40’. The garage is block foundation poured 6″ floor. The blocks are up approx 4′ above the floor and 16’+ wall on top of that so it has lots of height to add 2nd floor. In Ontario Canada.

Those are pretty challenging dimensions. (especially if your sister needs to maintain an open first floor) What are the minimum first floor clearance requirements?
the first question is what the second floor is for. light object storage, heavy storage for an engine block collection, or living quarters.
an engineer would be ideal to engage, but a visit to a local lumber desk might provide some insights.
Might want to consider floor trusses and span the 28 foot length directly and repeat as desired for the length of the building.
the details will matter. it seems unlikely that the existing 20 foot wall is built in a way to properly support this floor structure. Loads need to be carried to the foundation.
