The hanging sign at my office blew down during Hurricane Gustav. After it was repaired, I was going to hang it today. There are several “S” hooks on the chain. What is the easiest method to pry them open enough to get them off the chain? I tried pliers, pry bars, etc. There has to be an easy way I am overlooking. Thanks.

One end in a vise and a good size pair of channel locks.
If not able to lock in a vise, 2-good size channel locks.
To close up-channel locks again.
Don't pinch yourself.
Large screw driver rocked in one end while the other is locked down will work. You pry open the hook
Or buy a couple new lock rings (maybe what their called) Sort of a workingman's carabiner.

Vise grips and a screwdriver.

I like to use an adjustable wrench and vice grips. I also twist the loop open rather than spread the loop open. Kind of hard to explain.
If you are not going to reuse then, just cut it off. Side grinder, hacksaw or bolt cutter.
I place the hook flat over a slot (like a vise opened a half-inch) and drive a screwdriver or chisel into the slot.
Dremel with an abrasive blade will cut through them in about 30 seconds each.
2 ea. 12" or larger crescent wrenches

two vise grips, one to hold to "S" hook, and one to open the "S" hook, TIP... twisting the hook sideways, instead of open is much easier
