As Uncle Dunc's links indicate, your standard route to getting the Oregon Contractor's License is to take the course and pass the exam. The one listed above is one of several that offer the course. The course is offered in several modes by the different vendors including class room instruction, audio and video tape, and computer based instruction. I had a list of approved vendors but can't find it at the moment. I think there were about twenty or so vendors on it. I am interested in taking the course myself so I hope someone with some experience with one of the vendors can offer some advice.
Probably the best, and least expensive source for the course work is your local chapter of the Oregon Homebuilders association. You don't have to be a member to rent the material.
When you order your application packet from the Oregon Construction Contractor's Board, you will get a deluge of course offerings from a number of vendors for such a range of prices that it becomes almost entertaining.
