powder coating is a layer of plastic powder that is melted onto the aluminum in an oven. It makes a vinyl (or whatever plastic you have) layer supiciously similar to a layer of latex paint. I've seen powder coating flake just like paint and seen corrosion where the powder coating has loosened and water has gotten traped.
I have to admit, I've never seen powder coated spiral stairs.
I'd go with galvanized, especially if it's less expensive.
